There are some states where recovery agents/bounty hunters are not allowed. Florida requires that all recoveries must be made by licensed bail agents. Texas and Arkansas limit apprehensions to licensed private investigators.

In the past few years, states have enacted changes to their bounty hunter laws. Many now require some level of licensing and/or training. Some go as far as specifying what type of uniform (Connecticut) must be worn. A few places in Missouri (Columbia and Kansas City), along with the States of Kansas and New Hampshire, require liability insurance.

The following states now have some type of licensing limitation, prohibition, or other training requirement on bounty hunters: Arizona, Arkansas, California, Connecticut, Florida, Georgia, Kansas, Colorado, Louisiana, Mississippi, Missouri, Nevada, New Hampshire, Oklahoma, Tennessee, Texas and Washington. If you plan on affecting bail arrests in any of these states, be sure to educate yourself on their new laws.
